Poste proposé : Protection Manager

The Danish Refugee Council has been operating in Burundi from October 2018 and has a field office in Rutana province supporting the implementation of our emergency and resilience design project in Giharo commune. With a current combined population of approximately 1300 (Host Community members, IDPs and Returnees). DRC is currently working in collaboration with two local NGOs for program implementation.

About the job

In collaboration with the Area Manager/CD, the Protection Manager manages the Protection related activities, continuously assesses the program interventions and their relevance and advises on necessary changes, ensures that staff are trained and adequately equipped for the assigned tasks.

The Protection Manager will be responsible for implementation, supervision and managing all DRC ECHO project staff and all DRC Protection project activities in both Rutana and Muyinga provinces. This entails building effective partnerships with a diverse range of stakeholders, ranging from returnees, IDPs, Host community members to humanitarian partners, local communities, and government authorities

Responsibilities

Program Management and Representation

  • Ensure high quality project implementation in accordance with donor and DRC regulations as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
  • Ensure protection is mainstreams in all developed proposals in country.
  • Work with Area Manager and M&E to ensure that the protection programs are well documented and that the institutional memory of DRC Burundi is preserved.
  • Ensure that AGDM and Protection principals are mainstreamed into DRC work.
  • Coordinate the establishment of DRC community-based complaints and feedback mechanism in collaboration with other relevant staffs and partner organizations.
  • Develop, support and manage a network of protection-based incentive workers who will work under the daily management of Protection information management.
  • Develop and sustain good working relationships with local authorities and other partner organization to be well positioned to help; communicate views needs and issues between stakeholders.
  • Facilitate coordination between and amongst returnees, IDPs and humanitarian actors/service providers and social affair's extension services within the provinces (government).
  • Develop strategic relationships with key partners such as UNHCR, and sector level service providers
  • • Regular coordination and liaison with UNHCR protection unit and other protection partners in the field, contributing to shaping the overall protection strategy of the country operation/response
  • Assist in the representation of DRC in meetings relevant to DRC's work in Burundi, including at meetings with partners, donors, government officials and cluster/coordination meetings.
  • Ensure DRC's mandate is known and correctly understood by all stakeholders.
  • Pro-actively liaise and build good rapport with local authority officials, community representatives, and any other relevant stakeholders.
  • Ensure interaction and linkages with other DRC programming is strategic and relevant

Program Development:

  • Ensure that high quality, integrated, and needs-based proposals are developed and according to DRC Burundi priorities as identified in its country strategic planning
  • Monitor developments and determine strategic opportunities related to the protection and community services sectors.

Administration: Finances, Human Resources, and Logistics

  • With Finance/Admin Manager, ensure that activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over- or underspending in a timely manner.
  • Signatory of official documents (contracts, payments, purchase orders) within approved parameters and in compliance with DRC's and donors' rules and regulations, and Burundi law.
  • Responsible for supervision and management of all Protection staff in country.
  • Provide appropriate and timely feedback to program staff regarding their performance, including annual staff performance appraisals. Identify with protection and community services staff their needs and opportunities for professional development.
  • Identify gaps in staffing and recruit qualified national staff.

Monitoring, Evaluation, Accountability, and Reporting

  • Represent in project kick-off, close-out and review meetings according to requirements. Ensure documentation and follow up of action points in a timely manner.
  • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.
  • Ensure that all protection and community Based Protection activities are included in project M&E plans and supervise the implementation. Ensure key lessons learned are incorporated in new protection and community services project proposals.
  • Strengthen accountability activities for protection, ensuring that feedback from all relevant stakeholders is considered in protection and community services programming design.
  • Ensure that DRC's accountability obligations are delegated and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).
  • Work with other program managers and Burundi Area Manager to make suggestions to improve accountability mechanisms, including leading on the interagency complaint's mechanism at community level.
  • Ensure that timely and quality project narrative reports are provided on time according to donors' requirement.

External relations

  • Maintain close relations with all relevant stakeholders including the donor and UN agencies, officials from Ministry of Home Affairs, other donor representatives, INGOs, NGOs and CBOs.
  • Ensure effective coordination and visibility to the implementation of the projects with all humanitarian and development actors and relevant stakeholders.
  • Represent the organization with implementing partners, government, and donor entities. Contribute to DRC Burundi's fundraising strategy and help build strong relationships with donors to ensure predictable funding for DRC's protection and community services programming in Burundi.

Security

  • Responsible for following DRC Security procedures and at the programmes level in Burundi, including Chapter 19 & 20 of the Operations Handbook.
  • Ensures that security incidents at the program level are reported to the Area Manager and Country Director.
Profil recherché pour le poste : Protection Manager
  • University degree in law, social sciences, politics or international development. An Advanced degree is preferred.
  • Minimum 5 years of protection experience in an international NGO
  • Experience working with national partners, local / government authorities and United Nations organizations
  • Knowledge of humanitarian architecture and experience with clusters
  • Documented skills in project planning and design, and technical writing
  • Excellent verbal and written communications skills in French and English. French is mandatory.
  • Proven training experience
  • Excellent command of the Office pack
  • Excellent writing skills
