Poste proposé : Human Resources Expert - Consultancy

  6. Duty Station: This consultancy will be home-based with at most 2 missions to Village Health Works (VHW) Offices in Kigutu, Burundi.
  1. Background and Context:

During the past 3 years, VHW has registered significant growth in revenue, programs, clients and staff. During this period, we have consolidated our health programs (which provide quality and compassionate health care) and expanded our education, food security and economic development efforts which address the root causes of illness, poverty, violence and neglect. These efforts have enabled us to broaden the coverage of our programs and outcomes. For example, in 2018 VHW extended support to 78,000 families [a 40% increase from 2017]. In addition, our clinic served 45,000 patients who received various outpatient and inpatient services. Similarly, we conducted impact assessments which documented steady improvements in core health and education outcomes indicators among VHW supported communities. These include: [a] 84% decrease in the prevalence of malnutrition among children who are aged below 5 years; [b] an increase in the proportion of pregnant women who attained at least 4 antenatal visits (60% within VHW supported communities; compared to a national average of 49%) and; [c] 94% of grade 9 kids who attend VHW supported schools successfully passed their standardized national examinations (compared to 41% in 2016).

At the heart of this success, VHW has been blessed to have a team of dedicated staff who work long hours to ensure that all our clients (patients, students, teachers, farmers, etc.) receive adequate, quality and compassionate support. During the past 4 years, our field-based team has grown by 70% (from 146 in 2015 to 247 in 2019). Preliminary forecasts indicate that in 2020, (when the new hospital and Kigutu International Academy are launched), the number of our staff will grow by 25% -30%. To effectively preposition for this growth, it is imperative that we review and modernize our HR business processes, structures and systems – with a focus on achieving excellence in execution, broadening the impact of our programs and achieving long- term organizational competitiveness and sustainability.

In October 2019, the Chief Operating Officer (COO) facilitated conversations across VHW through which we have collectively identified: (a) HR assets/strengths – which we must consolidate and; (b) HR gaps which we must address in order to optimize organizational effectiveness. This review encompassed end-to-end HR processes and systems, including:

  • HR strategic planning (adequacy of policies, guidelines, manpower planning, etc.)
  • Staff recruitment and onboarding processes (JDs and business processes related to recruitment, selection, contracting, orientation and ongoing induction, etc.)
  • Staff development, retention and performance management (clarity of JDs/KPIs/deliverables; appraisal tools; competency assessments and staff development planning; retention strategies; succession planning; staff safety/security management; employee relations; communications, etc). Modernizing our HR practice enhance: (a) staff efficiency and productivity; (b) transparency and trust across the organization and; (c) donor confidence – especially institutional donors who normally conduct organizational capacity assessments before awarding strategic grants to organizations.
  1. Strategic Gap: The COO and team developed an ambitious “HR modernization plan” which has been implemented since January 2019. The action plan outlines key interventions which the organization has capacity to implement, as well as, other interventions which will need technical support from HR experts and consultants. The priorities for which VHW seeks an HR consultant are outlined below.
  2. Objectives of the Assignment: The main objective of this consultancy is to support VHW to: (a) review key HR policies and develop a robust HR manual; (b) review employee contracts and propose a generic contract that meets minimum labor law requirements and; (c) review and address inefficiencies in our current HR structure and compensation plans with a focus on enhancing equity and staff productivity.
  3. Description of Tasks and Deliverables: The consultant will undertake the following tasks:
  • Review the HR modernization plan which was developed by VHW in November 2019 order to gain an in-depth understanding of the broader HR needs of the organization
  • Review existing policies (including code of conduct and internal regulations) and develop a robust HR manual for VHW operations in Burundi
  • Review existing employee contract templates and suggest necessary improvements
  • Conduct job evaluation across different job families and standardize job descriptions across strategic job families
  • Review VHW’s current compensation plans in order to: (a) address disparities which exist across strategic job families and; (b) establish the position and competitiveness of VHW’s compensation plans within the local market and; (c) make actionable recommendations which will enable VHW to gradually improve the competitiveness of its compensation plan within the local market
  • Propose a concrete change management plan that will enable VHW to implement all recommendations generated by this consultancy in a manner that consolidates the gains the organization has made and firmly addresses strategic gaps.

The consultant will work under the overall supervision of the Chief Operating Officer. VHW is responsible for contractual arrangements. The consultant will maintain utmost confidentiality. Information, data, databases and all knowledge resources the consultant will access during the course of this assignment; and those issued by the consultant will remain the property of VHW and require written permission for use or disclosure.

Profil recherché pour le poste : Human Resources Expert - Consultancy
  • A Master’s degree in Human Resources Management, Labor Law, Business Administration, Psychology or related fields;
  • Minimum of 10 years of work experience in Human Resources Management and/or Development in Burundi
  • Experience or exposure NGO operating standards;
  • Experience with the implementation of performance appraisal systems;
  • Strong analytical skills, including legal analysis;
  • Ability to work in a multicultural context;
  • Excellent command of spoken and written English and French
