We are looking for a Grants and Partnerships Manager to provide overall technical and management leadership, guidance and oversight of the Burundi office’s grants and contract’s portfolio. The Grants and Partnerships Manager will be the custodian of the  grants and contracts process to ensure PSI Burundi is compliant with donor and PSI global finance, budget, grants and compliance standards and that the processes enable PSI Burundi to adhere to its strategic priorities. In addition, to strong technical knowledge and experience, the Grants and Partnerships Manager will be a key leader within the country platform, whose leadership style should reflect high Emotional Intelligence (EI) and their ability to lead while nurturing talent. This position will supervise one direct report (Sub-award Manager).

The current PSI Burundi portfolio is composed of 8 grants and contracts from a variety of bilateral and multilateral donors.  The Grants and Partnership Manager is responsible for ensuring business development, grants and contracts management, sub-awards and partnerships management, and donor communications.

Your contribution

Strategic leadership and oversight role

  • Assist the Country Director in providing direction and strategic leadership for the platform’s grants and contracts portfolio.
  • Maintain country level systems that ensure accurate and timely reporting on financial performance of the organization;
  • Ensure that organization-wide systems for deliverables (D-Tracker) is updated on a regular basis
  • Consistently demonstrate a leadership style that reflects high emotional intelligence, nurtures talent and reinforces the right tone at the top of the organization.
  • Promote and demonstrate an ethical environment, in line with PSI’s values of honesty and acting with integrity
  • Supervise and provide leadership to PSI Burundi’s Finance Sub-award teams, which consists of Subaward Manager, Financial Analyst and Accountant
  • Supervise the Subgrant Manager and their team, ensuring compliance with all sub award management processes.
  • Ensure understanding of donors administrative and financial requirements compliance with the same throughout the duration of the award
  • Work with country level finance and programmatic teams to ensure compliance of expenditures with donor regulations and that downstream implementation partners understand and comply with donor regulations

Grants Management

  • Manage all reporting deadlines, develop calendars for report development and coordinate report compilation and review.
  • In collaboration with Program Director, ensure that donor reports are well-written, accurate, complete and submitted in a timely manner
  • Ensure alignment between proposals, workplans, partner agreements, budgets and reports
  • Ensure that grants are implemented in compliance with PSI and relevant donor regulations and contracts, including maintenance of updated grant files
  • Participate in regular budget review (MPFR) meetings;
  • Assist the Program Director in coordinating any modifications to agreements or projects (i.e. extensions, indicator changes, budget realignments), as necessary.
  • Lead project close-out exercises, coordinating the work of Program, Finance, and Evidence departments
  • Assist the Country Director and Program Director in their communication with donors on grants management, project progress, monitoring and evaluation.
  • Act as focal point for communications with HQ grants administration (PMT, Grants and Contracts) and compliance functions at PSI headquarters

Business development

  • Research and maintain information on donor strategies and funding opportunities on the national level, in conjunction with the program coordinators.
  • Lead the development of proposals for submission to donors in coordination with sector leads and the finance and operations teams; contribute to budget development/management in coordination with Finance through budget review to ensure that budget aligns to the proposed intervention and the correct costs are included.
  • Assist the CR and DP in ensuring that new business development efforts align with PSI Burundi’s Operational Plan and priorities
Profil recherché pour le poste : Grants and Partnerships Manager
  • Bachelor or advanced degree in International Development, Public Health or Communications
  • At least 7 years of related experience working in an international NGO environment with donor-funded projects.
  • At least one year of management experience
  • Both French and English fluency required Verbal and reading fluency in French required.
  • Exceptional writing and editing skills
  • Strong Office 365 skills
  • Demonstrated grants management experience, understanding of donor rules and regulations; experience working with USAID, Dutch government or other international donors.
  • At least three years of experience living or working in a developing country and conflict/ post-conflict experience is highly preferred
  • Willing to travel within Burundi (at least 25% in field).
  • High emotional intelligence, people management and interpersonal skills
  • Ability to work in a diverse cultural environment with multiple stakeholders (including government authorities, beneficiaries, implementing partners, program staff, donors)

  • References will be required.   
  • The successful candidate will be required to pass a background check.
