Poste proposé : Grant Coordinator Wash - Bujumbura, Burundi

PURPOSE OF POSITION (THIS POSITION WILL BE LOCATED AT BUJUMBURA)

The purpose of this position is to oversee and ensure quality of the implementation of a WASH Project funded by UNICEF (Improving hygiene conditions in communities’ vulnerabilities of Buterere and the municipality of Cibitoke and areas to high risk of cholera and COVID-19 Project) to ensure the continuity and safety from risks of infection for the population groups most exposed and vulnerable to cholera and the COVID-19 pandemic in the target provinces. The primary responsibility of a Grant Coordinator is to keep the project and all related processes running smoothly. This includes project design, ToR elaboration, project implementation, monitoring, and O&M training. Responsibilities also include the provision of technical guidance and implementation support to partners in water supply and sanitation facilities construction and rehabilitation at communities and publics institutions (schools, healthcare and public places) in order to achieve the desired high impact on child and communities’ wellbeing.

MAJOR RESPONSIBILITIES

Project Design and Planning

  • Ensure that the Project activities are in strictly line with the designed documents for the sector and national office strategy.

  • Work closely with the WASH and Health Technical Program Officers to integrate and monitor ongoing activities in the cluster programs for quality implementation of the project.

  • Roll out WASH and health project models that meet quality standards, ensuring adaptation to emergency contexts of COVID-19

  • Participate in activities of the Cluster/AP related to WASH projects being implemented by partners.

  • Initiate and participate in WASH sector advocacy initiatives.

  • Facilitate mainstreaming of cross cutting themes (gender, advocacy, child protection, faith and development, disability, environment) in the Project.

  • Work with volunteers and partners to ensure vulnerable children and their households are intentionally participating and benefiting from the Project.

Project Implementation and Capacity building and training

  • Mobilize relevant stakeholders and conducting trainings to build capacities on Sanitation and Hygiene, including local level advocacy on Behavior Change Messaging (BCM) and Behavior Change Support (BCS).

  • Provide mentoring and coaching to Grant Facilitators and other volunteers; local level capacity and local linkages to support WASH programmes of the cluster.

  • Identify technical experts to train community groups involved in children WASH in Emergencies.

  • Liaise with the National Office WASH and Health Technical Managers on staff capacity building in relevant field like WASH in Emergencies.

Partnership and networking

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the communal and provincial level.

  • Participate and represent WVIB in key donor engagements and technical working forums at provincial and communal, regional and National level when applicable.

  • Point of contact for consultation on issues to do with Cluster WASH programme

  • Identify opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of WASH

  • Work closely with WASH and Health cluster staff to facilitate local level advocacy on Behavior Change Messaging (BCM) and Behavior Change Support (BCS).

M&E, Reporting and Documentation

  • Participate in the budgeting process of WASH programs for the cluster.

  • Track financial management and budgets allocated for the project.

  • Continually monitor all expenditures of the project.

  • Submit timely information on budgets and financial reports, and be prepared to explain budget variances for the Grant project.

  • Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation.

  • Adhere to all WVIB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies.

  • Produce timely, accurate, compliant and quality reports to the direct technical and administrative supervisors.

  • Responsible for project assets at cluster/APs office.

  • Ensure the integration of cross cutting themes and empowered world views (gender, advocacy, community behavior change, and child protection) in WASH projects in the cluster.

Financial control and budget

  • Participate in the budgeting process of WASH programs for the cluster.

  • Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation.

Resource Acquisition

  • Identify projects ideas for viable funding proposals for resource acquisition to support WASH programme interventions.

  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors

  • Contribute to feed into the pool of proposals ready for review and submission to donors.

KNOWLEDGE, SKILLS AND ABILITIES

  • A university Bachelor Degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.

  • Relevant experience of at least 3 years in Public Health or Water, Sanitation and Health programming with reputable institution, national or international NGO.
