Poste proposé : Finance Manager

DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in the three refugee camps in the Kigoma region, at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD) and Livelihoods. The establishment of an office in Bujumbura, Burundi in 2018 aimed at strengthening cross border response and enhance the impact of its interventions to the Burundian returnees. In 2020, DRC implemented four projects in 2 provinces of Burundi focusing on protection and livelihood that were funded by ECHO, USAID, Novo Nordisk Foundation (NNF) and Danida. 

In 2021, DRC Burundi foresees a significant growth of its portfolio and is seeking to reinforce its current structure, policies, practices and capacities. For this, DRC Burundi is recruiting a finance manager for 9 months, to be based in Burundi, to reinforce the finance department in all its components

Overall purpose of the role
Under the daily supervision of the Head of Programs (HOP)/Area Manager (AM) Burundi and under the technical line management of the Head of Support Services Tanzania-Burundi, the Finance Manager will ensure that all financial functions in the DRC Burundi Programme including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance are adhered effectively and in a timely manner. The Finance Manager ensures compliance with donor regulations as well as DRC’s internal policies and procedures and provides support to the program management teams as required.


Accounting / Financial management:

  • In close cooperation with Managers in the operations in Burundi reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
  • Contribute to the development of proposals with regards to budgeting in cooperation with Managers
  • Monthly financial project review with the program and finance team (budget follow-up, forecast, compliance issue) Plan and maintain oversight of co-funding requirements and share overview with Head of Programs and Head of Support Services on quarterly basis.
  • Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns
  • Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, receivables, etc.
  • Coordinate with country Finance staff to organize & submit Finance supporting documents (Scanned and hard copies) in relevant archives (Share point) according to DRC requirements.
  • Coordinate with Finance/HR staff to ensure timely payment of staff salaries.
  • Collecting cash forecasts from all Programme Manager/Team Leaders and requesting funds in a timely manner
  • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ and be responsible for the management of the audit


  • To prepare donor financial reports for Regional Office and HQ review and ensure timely submission to the donors, ensuring quality of the reports.
  • Provide monthly management reports which will include expenditures by project, sub grantee or Partners’ reporting and other financial information, in a timely and accurate manner and any other report as requested by the Country Director, Head of Support Service, Regional Office, HQ etc.,

Budget, Financial Management and Control

  • Ensure that financial related information is accurate and is well maintained. This includes an overall planning, budget and control of expenditures for shared operational costs, but also coordination of budgeting and expenditure related to program implementation.
  • Implement relevant financial control tools within the country program.
  • Develop budgets for new project proposals and budget revision in collaboration with the HOP/AM and Program Managers.
  • Update (Monthly) Master budgets in collaboration with the Head of Operations/Area Manager and share with Head of Support Services and Country Director
  • Implement grant budgeting and forecasting systems for all DRC projects with the assistance of Head of Programs/Area Manager/Program Manager and relevant team members.

People Management:

  • Lead and manage the finance team (including people planning, performance, well-being and development)
  • Develop and Update the Job descriptions of finance department staff when required
  • Proactively identify and act upon capacity building needs of Finance staff providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing
  • Conduct on-the-job training for Programme Manager and Team Leaders, guiding them through Budgeting, donor compliance and compliance to DRC Operation Handbook

DRC Dynamics ERP system:

  • Ensure DRC Dynamics is used to its full capacity
  • Ensure proper application of ERP finance processes in the country
  • Apply reports and data analytics from ERP system to improve performance in the country
  • Ensure that Country ERP support is in place    


  • Report to the Head of Support Service of any irregularities that occur within the DRC office and sites on DRC/Donor policy and procedures
  • Ensure Procurement policies/guidelines are followed in Finance routine work including payments documentation.
  • Monitor systems for financial operations in the main program offices and in field offices in accordance with the DRC Operations handbook, Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting & financial record-keeping. ·                

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC
  • Work closely with the Head of Support Services to implement, improve and maintain financial management policies, systems, structures, and procedures
Profil recherché pour le poste : Finance Manager
  • Master's degree in Finance/Accounting or Business Administration
  • Certified Accountant Qualification coupled with 8 years’ relevant experience will be considered in lieu of Master’s degree
  • At least 5 years' international experience in a senior financial management position within INGO Sector with proven experience in managing large, complex and multi-year budgets
  • Experience in preparation of Donor Budget and Reporting for DANIDA/ USAID/ EU/ ECHO /UNHCR/UN/FCDO donors. 
  • Hands-on experience/skills in MS Excel (experience in working with formulas) & ERP Systems (ie: Microsoft Dynamics). Previous experience with Dynamics preferred
  • Proven leadership skills and a competence in people management and staff coaching
  • Ability to prepare training modules on accounting management and conduct trainings to Finance and Non-Finance staff.
  • Proven experience in working with national partners, local/government authorities 
  • Full professional proficiency in English and French professional knowledge required
  • Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles.
  • Ability to multi-task and cope with competing demands under tight deadlines.
  • Identify priority activities and assignments, adjust priorities as required.
  • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment.
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions.
