Poste proposé : DME Officer


Contribute to organizational learning and accountability through project baselines, evaluations, monitoring and reporting, to demonstrate the project contribution and impact to communities.


Project Monitoring

  • Activity Monitoring
  • Review project detailed Implementation plans monthly and provide project staff with a summary of activities to be implemented
  • Prepare project monitoring tools and orient project staff on their use.
  • Use available monitoring tools to collect data during activities implementation
  • Enter monitoring data in the monitoring and evaluation database, ensuring accuracy, completeness and consistency.
  • Support the planning and coordination of project and cluster reflection and planning meetings 
  • Output and outcome Monitoring 
  • Monitor changes (outputs indicators) as defined in M&E tools
  • Update output data in Indicator Tracking Tool (ITT) and M&E databases
  • Support project staff in the developing reports (monthly, quarterly, semiannual, annual, etc. as per project requirement) by providing timely and accurate data.
  • Conduct outcome monitoring using Lot Quality Assurance Sampling (When/ if required by the project)
  • Monitor community life and lives of project beneficiaries, identify change stories and share with the managers and project staff
  • Support the project to prepare for the Evidence Day.


  • Timely, accurate, consistent and complete project M&E database and ITTs.
  • Quality project implementation as a result of monitoring data utilization
  • Quality documentation and dissemination of project progress, as well as evidence of change and impact

Baseline & Evaluation

  • Work with other NO DME staff to develop Baseline/ Evaluation ToRs
  • Participate in Baseline and Evaluations by undertaking the assigned tasks
  • Quality baseline and evaluation reports
  • Efficient baseline and evaluation processes

Risk Management

  • Conduct context monitoring and report to the managers and project staff
  • Implement the controls for Monitoring and Evaluation risks as stipulated in the project Ministry Wide Risk Assessment Project (MWRAP)
  • Undertake assigned responsibilities based on emerging issues from project implementation
  • Perform other duties that may be assigned for the overall good of the National Office
  • Acceptable Audit Findings

Performance Management

  • Prepare, sign and submit annual performance agreement based the Job Description
  • Develop Weekly and Monthly Management Reports, articulating achievements, challenges, next month’s priorities and needed support
  • Review annual performance alongside the managers on a timely manner and ensure the documents are submitted to People and Culture department within the stipulated timelines


DME 021: Facilitate monitoring processes with partners and communities

  • Plan monitoring activities with local level partners community 
  • Contextualise and update integrated monitoring plan with communities and partners with support from the DME specialist
  • Engage community leaders and partners in the planning of the monitoring activities
  • Facilitate regular reflections on monitoring practice to make improvements as needed​​​​​​​
  • Build capacity of communities and partners for monitoring 
  • Build capacity of partners in collaboration with technical teams and partners to effectively collect monitoring data
  • Support and facilitate participatory monitoring
  • Facilitate the use of a range of participatory monitoring techniques, including those that involve children appropriately.
  • Collect monitoring data with community members in a collaborative and systematic way
  • Supervise and coordinate community-based monitoring activities, according to the agreed on data collection protocols.
  • Analyse and interpret monitoring data 
  • Facilitate data analysis with communities on monitoring data collected with partners and stakeholders.
  • Organise and archive the data according to the monitoring system and data governance guidelines.
  • Compile the data in meaningful and various formats to guide interpretation in accordance with the monitoring plan.
  • Review monitoring data against projected targets on a regular basis with project team and partners.
  • Identify findings of significance and suggest recommendations using evidence from the data in collaboration with other stakeholders
  • Validate findings and conclusions with the community, project team and other key stakeholders.
  • Share and use monitoring data
  • Record, store and process monitoring according to national standards
  • Facilitate learning and reflection with local level partner on an ongoing basis
  • Utilise monitoring data and conclusions in management reports in a systematic way as required
  • Share the results of the monitoring data review with appropriate internal stakeholders, partners and communities
  • Regularly articulate learning from the review of monitoring process/practice​​​​​​​

DME 231: Contribute to project baselines and evaluations

  • Contribute to baseline and evaluation plan 
  • Participate actively in scoping discussions with key stakeholders
  • Provide relevant information for the ToR and support other planning processes.
  • Contribute to the baseline or evaluation design in close collaboration with technical program managers
  • Coordinate logistics with field staff locally for the baseline or evaluation in accordance with the baseline and evaluation plan
  • Provide thoughtful input into child protection measures in training materials, protocols and instruments
  • Adapt plans as necessary to respond to field reality, in collaboration with the evaluation manager
  • Contribute to development of measurement tools
  • Review and provide feedback on standard tools in consultation with staff/partners​​​​​​​ 
  • Oversee translation and back-translation of tools to ensure quality of instruments in evaluation, in collaboration with technical staff
  • Participate in the field testing of tools and provide feedback which will ensure appropriateness
  • Provide well thought out feedback to support the finalization of tools
  • Contribute to quality data collection
  • Recruit and train field supervisors, enumerators and data entry clerks, using the required guidelines and protocols 
  • Ensure the smooth-running of the data collection process and deal proactively with issues as they arise
  • Supervise data entry clerks to maximise data quality
  • Store collected data securely in line with policies relating to data protection
  • Participate actively in daily review sessions with the data collection teams and provide constructive feedback as necessary
  • Contribute to data analysis and interpretation
  • Participate actively in cleaning and preparing data prior to analysis 
  • Use descriptive statistics to analyse quantitative data according to the analysis plan
  • Use appropriate methods for sorting and analysing qualitative data, according to the analysis plan with support from the evaluation manager
  • Participate actively in the triangulation of the findings in context
  • Contribute to sharing and utilization of findings
  • Participate in feedback processes, with community, staff and partners​​​​​​​ 
  • Co-facilitate reflection and learning with staff and partners to refine interpretation of the findings
  • Review and provide feedback on the baseline or evaluation report, as requested
  • Provide input for products appropriate for different audiences to share the findings and recommendations, as requested
  • Participate in reflection with DME team to review and refine learnings about the evaluation process
Profil recherché pour le poste : DME Officer
  • Minimum education, training and experience requirements to qualify for the position:
  • University degree in International Development Studies, Social Sciences, Statistics, Management or other related fields.
  • List additional work experience required as a minimum qualification for this position.
  • At least 3 years of practical experience in Program Assessment , Design , Baseline , Monitoring & Evaluation with an international NGO or similar organization
  • License, registration, or certification required to perform this position:

Technical Skills & Abilities:

  • Computer skills (MS Word, Excel, Access, Power point…)
  • Statistical Analysis skills (SPSS, STATA, etc)
  • Reporting/ documentation skills
  • Fluency in Local language (Kirundi), French and English

Preferred Skills, Knowledge and Experience:

  • Management information systems​​​​​​​

  • Geographic Information System (GIS) for data visualization
  • Mobile monitoring and data collection
