Poste proposé : Design Monitoring and Evaluation Manager _ Nkuriza Project
Job Description:
MAJOR RESPONSIBILITIES
Project Monitoring
Activity and Output Monitoring
- Contribute to “NKURIZA PROJECT” project’s monitoring effectiveness by continuously developing and/or adapting its monitoring system (people, database, tools, practice and process), and make recommendations for improvement.
- Orient and build M&E staff and other project staff capacity using the relevant Project’s and WVB monitoring system and tools (project’s M&E framework/system, monitoring tools, database, M&E plan, Indicator Tracking Table (ITT), Detailed Implementation Plan (DIP), Work Breakdown Structure (WBS), project logframe, budget, the overall project design, etc.)
- Regularly (monthly) review the project monitoring data, financial report, against the DIP and Budget to ensure quality implementation.
- Consolidate data from implementers and update the overall project M&E database, ensuring accuracy, completeness and consistency.
- Build M&E and project staff capacity on output monitoring.
- Analyze the monitoring data (activity and output level) and establish trends and progress of implementation; and inform relevant project staff and National Office for decision making and actions;
- Lead periodic reports writing and compilation (monthly, quarterly, semiannual, annual, etc. as per project requirement) ensuring very high quality
- Update project monitoring data (on Horizon 3- World Vision and/or other (WV) information management system)
Project Learning and Reflection
- Build all project staff capacity in identification and documentation of quality change stories, using multi-media;
- Develop regular project newsletters highlighting significant changes/ impact stories and lessons and share with managers on a quarterly basis;
- Co-facilitate project reflection and planning meetings and document emerging lessons and issues;
- Lead outcome monitoring using Lot Quality Assurance Sampling (When/ if required by the project);
- Work with project staff to prepare for, and present evidence of change to all World Vision Burundi (WVB) staff and partners during the Evidence Day;
- Participate to National Office (NO) reporting requirements (e.g. Child Wellbeing Reporting)
Baseline & Evaluation
- Develop Baseline/ Evaluation TORs;
- Lead Baseline and Evaluations as Survey Team Leader/ Manager;
- Develop (or review if done by consultant) baseline and evaluation reports; and make the necessary improvements;
- Develop (or review if done by consultant) Fact sheet of baseline and evaluation findings and share with Managers and project staff;
- Update outcome M&E database for project;
- Monitor the implementation of baseline and evaluation recommendations;
- Lead the project’s outcome monitoring using Lot Quality Assurance Sampling (LQAS) where needed.
Risk Management
- Participate in the development of project Ministry Wide Risk Assessment Project (MWRAP) ensuring all DME risks are adequately identified;
- Keep an updated MWRAP, ensure all risk controls are in place, and manage the risks and report on a quarterly basis;
- Build project staff capacity on context monitoring and risks identification and reporting;
- Keep the project issues log, monitor their management and report to the managers on a monthly basis;
- Develop and project quality checklist, and undertake regular field visits to review implementation quality against the checklist; and develop a report including action plan for improvement;
- Work with other project staff to set up a community accountability and Feedback mechanism
- Perform other duties that may be assigned for the overall good of the National Office.
Staff Management
- Supervise the project M&E Coordinators in compliance to World Vision performance management policies and guidelines;
- Prepare, sign and submit annual performance agreement based the Job Description;
- Develop Weekly and Monthly Management Reports, articulating achievements, challenges, next month’s/ week’s priorities and needed support;
- Review staff and self’s annual performance alongside the managers on a timely manner and ensure the documents are submitted to People and Culture department within the stipulated timelines.

KNOWLEDGE, SKILLS ABILITIES AND EXPERIENCE
- Master’s degree in International Development Studies, Social Sciences, Statistics, Management or other related fields.
- At least 5 years of practical experience in Program Assessment, Design, Baseline, Monitoring & Evaluation with an international NGO or similar organization (experience in projects related to sexual and reproductive health of youth is an asset).
- Computer skills (MS Word, Excel, Access, Power point…) ;
- Statistical Analysis skills (SPSS, STATA, etc), are mandatory.;
- Reporting/ documentation skills, evident in personal publications;
- Fluency in Local language (Kirundi), French and English;
- Management information systems;
- Project Management skills;
- Monitoring and Evaluation skills
